States do not follow uniform adoption laws, the beginners learn first. True, laws are everywhere, but according to the place you come from quite different laws will be applicable though some laws are quite common at every corner, Consent to Adoption being one of those. Consent here means the agreement by a parent, or a person or agency representing a parent, to give away the child for adoption while forgoing in respect of that child all rights and duties. It means that you can adopt a child only after the birth parent or the authorized agency, if both parents are dead, gives consent for effecting adoption.
Now, to adopt who are eligible to adopt? Normally anyone above the minimum age of 18, or 21 or 25, depending on the state, can adopt. Even in some states, very rare though, minors too are eligible. The adopting parents must be ten years older than the child in some states. Therefore you should be minimum 25 if you want to adopt a child of 15. The question of residency is next important. In most states you must have been living for not less than 60 days at your current residence.
Next, who are fit for adoption? Anyone below 18 can be adopted normally. But some additional requirements depend on the state. In some states, for example, at the time of adoption the child has to be residing in that state. Therefore, you would not be allowed to adopt an overseas child even if you desire that. Further, in some states the child has to be a resident for a minimum period specified. Interestingly, in some states, very rare though, you can adopt a person regardless of age.
